受国之垢，是谓社稷主。受国不祥，是谓天下王。
《老子》第78章
He who bears the humiliation of the whole state can be the lord of the country. He who bears the disaster of the whole state can be the king of all under Heaven.

垢(gou): 屈辱。社稷(ji):国家。社是土神，稷是谷神，由于历代王朝建立时都要立社稷而祭祀土地和五谷神灵，因此社稷也成了国家的代称。

能够承担国家的屈辱，才算是天下的君主;能够承担国家的灾难，才算是天下的君王。
