天地不仁，以万物为刍狗;圣人不仁，以百姓为刍狗。
《老子》第5章
Heaven and Earth are ruthless ，letting all things emerge or perish of themselves. The sage too is ruthless ，letting all people live or die by themselves.

刍狗:河上公注日:“天地生万物，人为最贵，天地视之，如草当狗畜;圣人视百姓，如草刍狗畜。”一说，古代祭祀所用茅草扎成的狗形，祭后则弃去。
[译文]
天地没有偏爱，任凭万物自然生长;理想的执政者没有偏爱，任凭百姓自作自息，繁衍生存。
