民之难治，以其上之有为，是以难治
《老子》第75章
The people are difficult to rule because the rulers are fond of taking action. Thus they are difficult to rule.

有为:有所作为。老子主张“无为而治”，所以反对执政者的“有为”，他认为统治者好大喜功，大搞土木建筑、侵伐征战等多所作为是难以治理好老百姓的。

老百姓所以难以治理，是因为统治者太好有所作为了，所以老百姓才难以治理。
